I want to create a link from a top-level menu item to my other website.

Can anyone help me?

Click Create and choose Index link. You can then insert the external url and set a few stuff.

I tried it but the link directs back to my home page instead of the URL I set up (Creating a loop). Any ideas?

Edit: Link is titled 'shoppe1' - it should direct to CNN.com, as a test, but it redirects back to my home page (stephenmcateer.co.uk)

Indeed. cnn.com is not a url with correct syntax though. You need the http://
Also check if "open in new window" is set to Off.
