When installing why can't I choose a language?

I am on apache server. Version 2.2.8, downloaded the MSI and performed the typical install. Running on windows XP. Any ideas where I should start looking to fix this problem?
Thanks,

Colin.

No, it will not work, you need to be on a Linux/Apache server.

I've said this a few times now, when an experienced programmer volunteers their time to make this thing work in the Windows environment I'll help them make it happen. Until then, this is not a priority for us.
