After upgrading to 2, my texts have lost diacritical marks (accents, umlauts), special characters (copyright symbol, en and em dashes), curly/smart quotes and apostrophes, and the like. How might the upgrade process import these?

The missing diacritical marks and other elements have returned by uploading the original (v. 2) options.php file. I'll see how long this good fortune lasts as I update other parts of my website.
Then the problem was not the database but that you had messed up your options.php file by commenting that line out. This makes sense why things failed...malformed html...
