I have one site via CMS 2 which I downloaded before. Now I will make a new web site via CM2 again. Do I have to purchase a new CMS2 or Can I use that downloaded CMS2 for a new website again??

Is the website for you alone? Personal license is for your own personal projects - as many as you wish. That's how we hope it works, at least. ;)
